Transfin services

Empowering financial institutions in the digital era

The Transfin Services are hosted on the SFRS (Secure File Routing System) platform, managed by Centran. While Centran develops and manages the services from a technical and operational point of view, CEC is the owner of the system. Different Services are hosted on the platform:

Bankswitching

Our Bankswitching application facilitates the communication between Belgian banks when a client changes checking or savings accounts, and allows for automated notifications to third party debtors and recurring payers on behalf of the banks.

E-Deduction

This application allows its participants to send automated requests to seize assets through our connection with the KSZ-BCSS (the crossroad bank for social security), providing access to different social government institutions such as RJV/ONVA (holiday pay), or RVA/ONEM (unemployment compensation).

More entities are expected to join in the future.

Harmattest

This application allows its users to send digital requests to RSZ/ONSS (Social Security) regarding information on (potential) arrears with respect to their Social Security Contributions.

SEDUS

The payment of cheques is organized via CORE-BE, based on the information on the cheque. To allow banks  to check the signature on the cheque, the image of the cheque can be exchanged via the SEDUS application.

Next To these services, CEC also acts as contract Manager for the Domestic Sanction Screening (DSS) since the first of January 2024. In this case, CEC has a purely coordinating role which consists in onboarding new participants, organising participant forums and providing for a SharePoint with all necessary information.

Participation criteria

To participate in the Transfin services, the candidates do not need to become a member of the CEC. They need to sign the Accession Agreement (1 annex per service) and pay the one-off fee of the service they want to participate in.

Pricing

As we are a non-profit organisation, the costs to run these projects is reduced to a minimum and divided among the participating members.

The fixed yearly costs are split based on the following method: 1/3 of the cost is divided equally among the participating members, and 2/3 of the costs is divided according to the use of the corresponding service by the members. Any start-up costs to join a service are split following the same method. Any additional variable costs are always divided according to the use of the corresponding service.
